Common European Framework of Reference

ETS cut-offs for CEFR levels

Educational Testing Service (ETS, 2010) provided an executive summary for the TOEIC-related part of a previous standard-setting study regarding the Common European Framework of Reference (CEFR) by Tannebaum and Wylie (2005, Mapping …, [not found]), on which Tannenbaum and Wylie seem to have reported again in 2008 (Linking …), when they included standards determined for the TOEFL Internet-Based Test (iPT) as well.

  • "For [the TOEIC-related part of] this study, the panel consisted of 22 experts (English-language instructors, administrators or directors of language programs and language testing experts) from 10 different European countries" (ETS, 2010, p. 1).

Results indicated that CEFR level B1 corresponded to _minimum_ scores of 275 and 275, respectively, for the TOEIC Listening and Reading tests (ETS, 2010, p. 2). The spreadsheet below represents those and other correspondences.

Details of that mapping or linking study appear in Tannenbaum and Wylie (2008), the TOEFL® iBT-related part of which ETS highlighted in its interim report (ETS, 2008). Tannenbaum and Baron (2011) also published a similar report later, with regard to TOEFL® Institutional Test Program (ITP) Scores.
